Barbara L. Foster, Principal of Barbara Foster Associates, has over 25 years experience providing comprehensive emergency and crisis management planning and training services for business, health care facilities, and utilities.  Her qualifications include a unique combination of administrative and hands-on experience for a wide variety of private and public sector clients.

Background / Experience

  • Registered Nurse and emergency medical field instructor - basic and advanced life support response personnel.
  • Deputy Director Emergency Services, Marin County, California - response and recovery coordination during three Presidentially declared disasters.
  • Author - emergency response and business recovery plans for local governments, utilities, software companies, hospitals, manufacturers, law firms, transportation agencies and publishing companies.
  • Consultant to Business - emergency operations center design and operation, hazardous materials emergency response, supply and equipment requirements, and personnel training.

Ms. Foster is a frequent presenter at emergency planning seminars and workshops.  She was also an instructor in the University of California at Berkeley Emergency Management Certificate Program, teaching the Public/Private Sector Coordination Course.  This was the first certificate program in Emergency Management in the state of California.  Her experience in the public and private sectors, in the field, in the classroom, and during and following actual disasters, makes her uniquely qualified to address emergency and crisis management planning and training needs.
